Summer 2008 marked the beginning of construction at Battery Park City (BPC) sites 23 and 24, located at 200 and 300 North End Avenue, between Murray and Warren Streets. While the two residential buildings will stand at 22 and 32 stories and have separate Certificates of Occupancies, they will share a single floor plate to accommodate a parking garage and community center at their base.
Architecture firms Costa Kondylis & Partners are leading the overall program, with Ehrenkrantz Eckstut & Kuhn as exterior design architects. The team has designed the buildings to earn LEED Gold certification by using such features as solar panels, fuel cells for electric power, blackwater recycling for toilet water and irrigation, and other water and energy-efficient systems for apartments and common spaces.
Sites 23/24 were two of the last undeveloped parcels in BPC. The Site 23 building is home to nearly 300,000 square feet and opened January 2011. The Site 24 building has 460,000 square feet and opened in May 2011.

At the base of the buildings, owner Milstein Properties has built a parking garage, as well as a 65,000-square-foot community center. Operated by the non-profit Asphalt Green, the community center has two pools, a basketball court, classrooms, locker rooms, indoor recreation space, and outdoor security.
