The Chambers Street work is scheduled to begin 
The Chambers Street project will stretch from West Street to Broadway
As part of its plan to improve and update downtown’s infrastructure, the city Department of Design and Construction (DDC) launched the capital reconstruction of Chambers Street in summer 2010. The $24.5 million is planned to take place between West Street and Broadway, replacing the water main and updating other outdated utilities as necessary -- including electric, gas, steam, sewer, and telecommunications -- and rebuilding the roadway, curbs and sidewalks. New traffic signals and signs also will be installed, along with planting new trees.

The official schedule projects completion in 2013. The first phase is planned for the blocks from West Street to West Broadway, followed by West Broadway to Broadway. Details about temporary traffic revisions to accommodate the reconstruction will be posted as they are announced. Together with the Lower Manhattan Construction Command Center, the DDC also will host periodic community stakeholder meetings.

The work follows infrastructure work performed by the state Department of Transportation at Chambers and West Streets, as part of the Promenade South Segment 2 project.

Summary

To accommodate the extensive work, Chambers Street is reduced to one-way westbound traffic between West Street and West Broadway. The eastbound M22 bus is rerouted to Warren Street; the westbound M22 bus stops will be shifted outside of the work zone. Regular traffic will be redirected to either Murray or Canal Street.

  • There will be a  water service interruption on Monday night (February 6th) into Tuesday morning (February 7th) from 9:00pm until 5:00am on the north side of Chambers St. between West Broadway and Church St, on the east side of West Broadway between Chambers St and Murray St, on both sides of Warren St between West Broadway and Church St and on both sides of Church St between Chambers St and Murray St.

**Please be aware that once the water is returned surrounding blocks may experience discolored water. If this should happen, please run the cold water until it clears.

PROGRESSION OF WORK ON CHAMBERS STREET

• The first block, West to Greenwich, both north and south side,
is substantially complete. All that remains is the installation of
the decorative street lamps which are expected shortly.
• Construction on the second block, Greenwich to West
Broadway, south side is nearing completion but the roadway
hasn’t been permanently paved as yet. Construction on the
north side is just beginning.
• Construction began on the third block, West Broadway to
Church, south side and is expected to continue there for about
a year.
• No work will begin on the forth block before the work on the
second block is substantially complete.

• Chambers, south side, West Broadway to Church
• Chambers, north side, Greenwich to West Broadway

BICKCLE PARKING ON CHAMBERS ST:

The NYC DOT Bicycle Rack Division has replaced the bicycle
racks on Chambers St at BMCC. Should businesses wish to
have racks installed in other locations; a call to 311 will put
them in touch with DOT.

SPECIAL NEEDS

Please let the Community Construction Liaison know if there is
someone in your household or building that has special needs
(dialysis, wheelchair user, etc.) so that we can coordinate our
construction activities accordingly.

TRASH COLLECTION

Proper trash collection can be a challenge on a project as large as
this but if everyone is considerate it can be managed with a
modicum of disruption. Please pack your trash so as to not make
it easy to break or spill over. Put it the designated areas as close
to collection time as possible. If you use a private carter make
sure that your carter collects your trash in a timely fashion. If you
aren’t sure where to bring your trash, please call your CCL.

ONE-WAY TRAFFIC ON CHAMBERS ST

Traffic is flowing one-way westbound in the north lane between
West Broadway and Church and then switches over past the
intersection to the south lane, still one-way westbound, between
West Broadway and Greenwich.

COMMUNITY ADVISORY NOTICE

ONE-WAY WESTBOUND TRAFFIC ON CHAMBERS STREET
Extends to Church Street

Beginning on or about Monday, September 26, 2011 and continuing for approximately eighteen (18) months, the restrictions to the EASTBOUND traffic will be extended to include Chambers Street between West Broadway and Church. One lane of westbound traffic will be maintained at all times. This traffic change is necessary in order to excavate half of the street at a time and still maintain the safety of pedestrians, vehicles and construction workers. Intersections will be accessible to vehicular traffic and crosswalks will be maintained for pedestrians.

At this time the DDC will be upgrading the existing water main systems in:
  • Chambers from West Broadway to Church
  • West Broadway, approximately two hundred (200’) feet north and fifty (50’) feet south of the intersection of Chambers

Traffic/Community Impacts:

  • Traffic Enforcement Agents are on site to safely manage the flow of traffic
  • Changes may be made on the M22 bus route that presently stops east of West Broadway.
  • MTA is making their determination and information will be forthcoming
  • Designated loading zones will be established and signs will be posted. This is a twenty-four (24) hour per day restriction for the duration of this phase of construction. 
       -Measures will be in place to allow deliveries to businesses on
       Chambers Street during the time the detour is in effect.
  • Pedestrian access to businesses and residences will be maintained at all times.
  • Trash collection areas will be determined and communicated in a separate advisory

THE DDC AT WORK ON THE CHAMBERS STREET PROJECT

On this project DDC is reconstructing water mains, sewers,
catch basins, granite curbs and sidewalks. Decorative street
lighting will replace the existing lights and the road will be
reconstructed.

WORK COMPLETED AS OF AUGUST 2011

Restoration of curbs, sidewalks and roadways in:
-Chambers, West to Greenwich, both north and south sides
-Greenwich, south of Chambers, both east and west sides
Water main installed in:
-Greenwich, 200’ north and south of Chambers, both east and
west sides

TRAFFIC LANE CHANGE ON CHAMBERS ST:


The one-way west bound traffic on Chambers St between
Greenwich & West Broadway remains in effect and will extend
to Church St shortly. Notices will be distributed prior to that
extension, complete with an MPT plan.
*Bicycle racks on Chambers St at BMCC will be replaced
shortly by the NYC DOT Bicycle Rack Division.

CHANGES TO THE M20 AND M22 BUS STOPS


The westbound M20 & M22 buses can once again stop on
Chambers St, north side, west of Greenwich St.
