Port Authority of New York and New Jersey crews began building and excavating the “east bathtub” at the World Trade Center (WTC) site in fall 2006. Their progress was deemed critical to the aggressive rebuilding timeline set forth by the state and city to rebuild the site’s full 16 acres by 2014.
The plan required the Port Authority to prepare the bathtub for SPI construction -- including excavating, building the permanent slurry walls, and relocating utilities. From there, developer Silverstein Properties was planned to take over the east bathtub to begin building World Trade Center Towers Two, Three, and Four.
Work for all three towers is underway as of summer 2010.

TRAFFIC NOTE: The western sidewalk of Church Street is closed between Liberty and Vesey Streets. The sidewalk closure protects pedestrians from heavy truck traffic at that area of the site, inside the fence. Traffic enforcement agents and construction flagpeople are on site to direct pedestrians and vehicles.
In November 2008, the Port Authority moved the Church Street fence east, occupying three of Church's five lanes.

Concrete placing operations for slabs under the No. 1 Subway box
Pile removal and steel beam installation for reconstruction of No. 1 Subway box
Installation of structural framing around the No. 1 Subway box
Installation of water proofing for reconstruction of No. 1 Subway box
Excavation for sanitary utility trench under the No. 1 Subway box
Tower 2: Steel erection and concrete placing (including off hours).
Tower 3:Steel erection and concrete placing operations (including off hours).
Tower 4:Steel erection and concrete placing operations (including off hours). Facade installation, masonry, and utility work ongoing.
WTC Transportation Hub: Port Authority crews are performing foundation work and steel installation. Work continues eastward on the new concourse to the Winter Garden.

The work consisted of excavation, utility relocation, and slurry wall construction in the quadrant formed by Church, Liberty, Vesey, and the future restored Greenwich Street. All of the work took place within the World Trade Center site’s perimeter fence.
The project involves careful coordination with other construction taking place in and around the bathtub, including that of the new WTC Transportation Hub and the Dey Street Pedestrian Concourse (which will link the Hub to the Fulton Street Transit Center in 2009). Structural work also is necessary around the 1 train tube, located under Greenwich Street in the center of the site, forming the bathtub’s western edge.
Crews also began work on the Vehicular Security Center (VSC) in 2008. The VSC will be the security checkpoint for all delivery, service, and other vehicles entering the WTC, as well as the eventual tour-bus parking area. Its entrance is planned for the south side of the site on Liberty Street between West and Greenwich Streets.
