The latest addition to the Battery Park City skyline reached its peak. Named “Riverhouse,” the 31-story condominium is located at 2 River Terrace (Site 16/17, at North End Avenue and Murray Street). The 264-unit residential building features "green" designs and will be home to a new New York Public Library branch, retail, and other neighborhood amenities.

February 21, 2007
Heralding the start of major Fulton Street Transit Center superstructure construction, deconstruction of four buildings began on the east side of Broadway between Fulton and John Streets. The demolition follows Metropolitan Transportation Authority (MTA) abatement work and other site preparation. Superstructure construction will include erection of the center's landmark oculus.

March 8 , 2007
Port Authority of New York and New Jersey crews began construction of a temporary entrance just south of its current location, which allows the current entrance and its canopy to be dismantled. The entrance will open in late spring 2007 and is a precursor to a second temporary "north" entrance to open in fall 2007 on Vesey at Greenwich Street.

 

March 26 , 2007
Construction began for a new $69.1 million floating ferry terminal moored outside the World Financial Center. The terminal is planned to open in November 2007, its five slips servicing existing ferries as well as planned future service to Yonkers, New York.

April 16, 2007
Governor Eliot Spitzer announced the appointment of a new chairman and president for the Lower Manhattan Development Corporation (LMDC). Avi Schick, the current president and chief operating officer of the Empire State Development Corporation, will serve as LMDC board chairman. David Emil, a New York businessman who owns and operates several local businesses, including the former Windows of the World restaurant atop the World Trade Center, will take over as president of the rebuilding agency.

 

April 30, 2007
Metropolitan Transportation Authority crews reopened the north section of Battery Park from Battery Place to the Globe sculpture. The area had been closed for several months while crews worked on the northern section of the new South Ferry Terminal. Park visitors now have access to the restored path through the park, and grass has been reseeded and trees replanted. Construction of the new subway terminal continues on the east side of the park south to Whitehall Ferry Terminal through late 2008..

Calling it "a monumentally important step forward," Governor Eliot Spitzer announced that Silverstein Properties and seven insurance companies reached a $2 billion settlement of all outstanding insurance claims arising from the destruction of the World Trade Center. The agreement, the largest in regulatory history, ends almost six years of legal wrangling and removes the last major obstacle to the redevelopment of Ground Zero.

June 15, 2007
Governor Eliot Spitzer, Mayor Michael Bloomberg, Assembly Speaker Sheldon Silver, and the Port Authority of New York and New Jersey announced that investment banking firm JP Morgan Chase has entered into a $300 million agreement to lease and develop office space at the World Trade Center complex. The investment firm will construct new headquarters in World Trade Center Tower 5, a new skyscraper to be built on the site of the former Deutsche Bank building.

July 1, 2007
The Metropolitan Transportation Authority reopened Cortlandt Street to vehicles from Broadway to Church Street. The reopening follows six months of underground utility and structural work needed for the new entrance to the 4/5 southbound platform. The new entrance is part of the Fulton Street Transit Center and will help alleviate platform crowding when it opens in late summer 2007. The new 4/5 northbound platform entrance opened across Broadway at Maiden Lane on January 22, 2007.

 

July 16, 2007
The New York City Economic Development Corporation (EDC) announced a new $110 million plan for the recently restored Battery Maritime Building, to include a specialty foods market, roof-top restaurant, and boutique hotel. The plan was submitted by development team the Dermot Company and the Poulakakos family in response to EDC’s formal request for proposals in 2006. The city expects the project to create several hundred construction and permanent jobs, resulting in more than $75 million in city revenue over 30 years.

 

July 30, 2007
The $11 million Wall Street Water Main Project officially concluded. Over the course of eight years, more than 71,000 feet of water main pipe was installed and 63,000 linear feet of roadway was restored. Thirty-one new catch basins were built. Seven hundred feet of new sewer pipes tied into existing drainage. New sidewalks and curbs topped off each segment of work.

August 16, 2007
The WTC Greenmarket opened at Zuccotti Park. This new location, on Cedar Street between Broadway and Trinity Place (Church Street), brings farm-fresh produce and other products to the World Trade Center area. The market was relocated from the plaza outside the former WTC PATH entrance on Church at Fulton Street after several weeks of coordination between the city, the Lower Manhattan Construction Command Center, and the park's owner Brookfield Properties.

 

August 30, 2007
The opening of the new southbound 4/5 train platform entrance provided a key element in improving rider access and reducing platform crowding. The entrance, located on Broadway at Cortlandt Street, allows riders for the first time to enter on the south end of the platform. The entrance to the northbound platform opened across Broadway in January 2007. Both are part of the Fulton Street Transit Center project.

September 6, 2007
World Trade Center officials and architects gathered for a public progress report on their designs and construction plans for WTC Towers Two, Three, and Four, announcing that the three iconic east-side towers have been refined and nearly finalized and the teams have entered the last phase of design-development plans.

 

September 11, 2007
In observance of the sixth anniversary of the attacks on the World Trade Center, families of those who died on September 11th joined responders to the attacks, city officials, and others who wished to pay their respects at this year's commemoration ceremony in Zuccotti Park, on Liberty Street between Broadway and Church Streets.

 

World Trade Center (WTC) officials and architects joined Silverstein Properties to unveil final designs and construction plans for Towers 2, 3, and 4. Refinements of the three new towers include orienting their office lobbies westward, access to lower-level retail and the WTC Transportation Hub, and earning LEED Gold certification.

October 2007
The city launches the capital reconstruction of Beekman Street and Park Place. The work includes upgrading vital utilities and rebuilding the roadway, intersections, and sidewalks.

 

Silverstein Properties announces that Robert A.M. Stern will design the new 80-story 99 Church Street hotel and residential tower. The developer later names the Four Seasons as the hotel to occupy the building’s lower 22 stories.

 

City crews continue replacing the 150-year-old water main on Fulton Street between Church and Gold Streets.

November 2007
The LMDC awards more than $37 million in grants toward the creation or expansion of community-enriching programs, services, and facilities throughout Lower Manhattan.

 

December

December 2007
Mayor Michael Bloomberg announces the launch of Notify NYC, an emergency notification system that will distribute information via email, text messages, and reverse-911 calls to those who subscribe to alerts for Lower Manhattan and three other neighborhoods.
