Franklin Street Closed for Crane Erection

This Saturday, contractor CM & Associates is planning to close Franklin Street from Lafayette Street to Cortlandt Alley to install a crane at 50 Franklin Street. The road closure will be in place from approximately 8 a.m. to 6 p.m. on November 22nd, and, if needed, again on Sunday, November 23rd starting at 9 a.m. The new 18-story residential tower at the site topped out in June 2008, and is slated to open in March 2009.

Liberty Closed Saturday for Sculpture Removal

City DDC crews are going to remove three of the four sculptures at Louise Nevelson Plaza this weekend. To accommodate the work, traffic will be restricted on Liberty Street from William to Gold. The triangular plaza, located at William and Liberty, is now fenced in for excavation and utility work under the Liberty Street Reconstruction contract. The large sculpture on the west side will remain on site, but enclosed during construction.

Pile Driving Underway at 99 Church Street

Foundation construction is progressing on schedule at 99 Church Street, located between Barclay and Park Place. On November 18th, crews began driving piles at the site of the future 80-story luxury hotel and residential tower. The pile driving continues through the end of 2008, and takes place during regular construction hours -- weekdays from 7 a.m. to 3 p.m., possibly extended to 6 p.m. on occasions.

Lane Shift Near Tunnel for West Street Paving

Final paving is about to begin at one segment of the Promenade South Segment 2 project. On November 20th, the State Department of Transportation will shift the northbound lanes of West Street (Route 9A) between JP Ward and Albany Streets, just north of the Brooklyn-Battery Tunnel portal. The temporary traffic pattern lets crews repave the northbound roadway, work that should be complete in approximately two months. Three lanes of traffic will be maintained at all times.

Utility Work Shifts Traffic on West St. at Barclay

This weekend, Promenade South crews will shift northbound traffic lanes into the median of West Street (Route 9A) from Barclay to Chambers Streets. The new pattern will be in place on Saturday, November 22nd, allowing crews to excavate, update utilities, and then repave the east side of the highway. The change will be in place for approximately six months, through May 2008. Three lanes of traffic will be maintained at all times, and signs will be in place to advise motorists of the change.

Port Authority Shifts Church Street Fence

To help with the ongoing excavation of the World Trade Center (WTC) east bathtub, the Port Authority has shifted its Church Street fence one lane east between Dey and Fulton Streets. The relocated fence adds a truck exit, expediting excavation and truck movement through the site. With this change, Church Street is now reduced to two moving-traffic lanes adjacent to the WTC site.

City Embargoes Construction for Holidays

Beginning Monday, November 24th, the citys annual holiday construction embargo will be in effect through Friday, January 2nd, 2009, as well as on Friday, November 21st from 6 a.m. to 11:59 p.m. The embargo is an annual suspension of city-issued construction permits to help maintain pedestrian and vehicular traffic flow through the holiday season.

Tribeca Street Reconstruction Project Begins

The city DDC began the Harrison Street Reconstruction project in early November 2008, starting with excavation on the north side of Leonard Street between West Broadway and Hudson Street. The project includes utility upgrades including water and sewer mains, catch basins, and electric, cable, and telecommunications. Under the contract (No. HWMWTCA7A), Greenwich from Hubert to Canal Streets, and Harrison from Hudson to West Street also will be reconstructed starting in 2009.

Fulton Street Road and Lane Closures

The city Department of Transportation has revised the traffic pattern to accommodate the capital reconstruction of Fulton Street, which began in July 2007. The project will replace Fulton Streets 150-year-old water main, as well as upgrade utilities and improve the streets drainage system.
There are several roadway closures associate with the project, on Fulton and adjacent streets. Read the Fulton Street Reconstruction project update for details.

Dey Street Closure

As part of the MTAs Fulton Street Transit Center (FSTC) project, Dey Street was closed to through traffic on October 3, 2005. Coordinated street access will be available for deliveries and emergency vehicles, and pedestrian access will be maintained. The street is planned to reopen by November 24, 2008.

1 Subway Service Suspensions in November |

As construction work winds down at the South Ferry subway terminal, the Metropolitan Transportation Authority (MTA) will suspend 1-train service downtown on the weekends of November 22 and 29. Every Saturday night at 12:01 a.m. through Monday at 5 a.m. service will terminate at 14th Street. Free shuttle buses will run between Chambers Street and South Ferry during the outages, which allow crews to test the new station’s electrical systems and subway tracks.

M9 and M20 Bus Stops Close in BPC South |

A new school is coming to 55 Battery Place in Battery Park City (BPC). To accommodate demolition and construction at the site, the M9 southbound and the M20 northbound bus stops wer removed on Battery Place between 1st and 2nd Place in August 2008. The nearest stops for both buses are one block south on Battery Place. Construction of the new, eight-story school, developed by the New York City School Construction Authority, is expected to continue through summer 2010.

Express Bus Stops Relocated on Church Street |

To accommodate the deconstruction of 99 Church Street, located between Barclay Street and Park Place, New York City Transit has relocated stops for five express bus stops.
The BXM4 and BXM18 stops have been relocated one block north to Church Street between Park Place and Murray Street. The QM1A, QM11, and QM24 have been relocated around the corner to Park Place between Broadway and Church Street.

Air Monitoring at 130 Liberty Street |

The Department of Environmental Protection (DEP) and other regulators and agencies continue to oversee air quality at the 130 Liberty Street site. Air monitoring is ongoing with daily samples and analysis.

LMCCC Air Monitoring Program |
| |
The Lower Manhattan Construction Command Center (LMCCC) has implemented an air quality monitoring program to monitor the cumulative impact of all Lower Manhattan construction projects. The LMCCC is conducting daily air monitoring at the following sites throughout Lower Manhattan: 292 Greenwich Street, 80 Catherine Street, 1 World Financial Center and 154 Nassau Street.
